In summary to have a great society you need to install Judges who don't have the interests of peers as their No.1 priority. An example of which is when a Judge doesn't allow anything from a police report to be included in a 5 day trial despite the defendant and all his lawyers denying an incident took place which the police were called to and witness reports taken along with confessions of guilt by the defendant. Whilst to then just allow what the claimant can't prove, including starting his summary with an incident and person you didn't even bring to court proves beyond any doubt an entire culture is above the law and evil beyond comprehension, and laughing at the general population whilst using them for manual labour, sexual perversions and all round entertainment!

Secondly you can't have a healthy functioning society if the police and social services are going to turn a blind eye to a girl the 'whole town' knows has been abused since she was 9 by her father, banned by every other hotel and pub since she was 11-years-of-age along with her 3 years older than her boyfriend who both advertise themselves on twitter with 'satanic hand symbols' from the same age. A couple who then go into the disabled toilets of the largest hotel within a 25 mile radius before and after school for over two years; who are banned for leaving used condoms in there by staff and a national manager, but then unbarred by the two main managers (without them informing staff they'd been unbarred) after meeting up with the boys parents each time they were chucked out and barred over a two year period,"as they need somewhere to stay after school whilst they wait for a lift home" despite them being closer to the school than the hotel!

Thirdly people who are employed as safeguarders need to be informed of what their job entails, so that only people with a strong stomach and a passion for safeguarding rather than box ticking are employed, otherwise they are just 'putting lipstick on a pig', and so an absolute liability to every person they are supposed to be safeguarding the welfare of.

Next in line of priority is to get the write type of teachers, particularly replacing head teachers who put the interests of their friends, including their friendship with vile beyond comprehension people above that of the children they are responsible for.

5.

Healthcare has to be the next priority, which doesn't need people in it who turn a blind eye to what all their colleagues and friends are doing in the work place.

Obviously we can't make a perfect society straight away so best  if those who don't meet the criteria for being non abusive human beings should make their way to places where safeguarding isn't a prerequisite, so their victims have a much better chance of sticking up for themselves.

Places like farms will be much harder to have any idea what is going off there due to the nature of inheritance, so few people are going to grass their parents up when they would lose out on millions of pounds, but that doesn't mean you can't do anything to help people in rural areas.

In summary the more rural an area is the more entrenched abuse culture will be, that doesn't mean that's the way it has to be though, as without doubt it can be soon repaired through discourse between everyone :)
